2016 Ford C-max Customer Satisfaction Program 17B28

Received a letter from Ford requesting I take my 2016 C-Max to the dealer for this Recall; even though its not called a recall nor is that word used in the notification letter.  The repair deals with the electronic throttle body that "may" develop contamination resulting in the vehicle entering a protective low speed mode.

Has anyone had this work performed?   If so, did you wait while the repairs was performed and how long did it take?  I look under the hood and see such a compacted work area I hate to think that this Throttle body requires a lot of disassembly to replace it...always concerned about all being put back together as it was when it left the factory.  I am guessing the Throttle Body is located under the large Black cover and is easily accessible?  I have had my 2016 since Apr 2016 and until now, its not been in the dealer for anything except an Oil/Filter change....so this recall (that is what I will call it)...is a disappointment.

With 167k mi. on my 2013 I have never had this done. Does this cost anything? I think this could be done when replacing the air filter and you could you it yourself. Replacing the air filter is a hard/ hand scratching job so use protection for your hands, there is tugging involved and aligning holes too.

Sounds like Ford has a bad batch of motors as this sounds very similar to a CSP for maybe a dozen or so other 2015/16 models.  In that CSP, the motor contacts can develop high resistance causing the car to go into a "failure" mode where speed is limited.  My guess is the throttle body comes as a complete assembly (you can look at fordparts.com) and thus no disassembly.

It doesn't take long to remove the cover and IIRC remove the throttle body.  I think if you can get the first appointment of the day, you'd be in and out in an hour or so.  The problem with later appointments is the shop gets "backed up" and can't get to your car on time.

Agreed,  The earlier CSP, 16B32, included the Fusion, so the C-Max is likely impacted as well.  FYI, allowed repair time is less than an hour.

The letter received refers to "electronic throttle body may develop Contamination"

Anyone one know exactly what that means?  I feeble mind  can only wrap around fuel mixture interaction with the medal Throttle Body causes this contamination that "fouls"  up the Throttle Body causing the Computer to sense Engine issues putting it into safe mode when it not an internal ICE issue at all; the only inconvenience if it happens the Vehicle goes to safe Mode rendering the Vehicles top speed of whatever...15/20mph...but other than that, no real damage is, or will take Place.  Am I even Close?

If this Throttle is replaced, what will prevent it from happening again?  The new throttle body is made from different metals/parts?

Some have written this goes back to 2015....but that CSP reads more like it was/is more Internal ICE than Throttle......   I just resist the tear-down of a factory build although I feel my dealer has competent Service Techs.  The C-Max has only been to the dealer for Oil change (after a few cosmetic parts had to be replaced on delivery).   I have a 2014 Honda CR-V; its only been to the dealer in 3.5 yrs for 3 Oil changes...and that is it.

Filtered air (plus some exhaust gas via the EGR valve) flows through the throttle body.  There is no fuel injection on the intake side of the throttle body.  So, either the throttle body was contamined when built / assembled or contamination (dirt / carbon from  EGR maybe) is entering the throttle body stepper motor / electrical connection due to a manufacturing defect.  Ford doesn't tell us. All Ford says in 16B32 attached below is " the electronic throttle body internal motor contacts may develop contamination resulting in increased electrical resistance."  Can you scan and post 17B28 as it is not readily available on the internet yet to compare with 16B32..

If I were you, I'd get it done as Ford can discontinue a CSP at anytime and you may have to pay for a new throttle body if it fails if you are out of warranty.

Like I said in my previous post 17B28 sounds like 16b32 (thanks to Bill-N) attached below.  16B32 exired on 9/30/2017 and did not include the C-Max.  The problem identified in both programs apparently is contamination of the throttle body. The fix in both programs is to replace the throttle body.

From the service manual, it appears that the mode of operation if the throttle position is deemed incorrect not controllable is as below:

RPM Guard With Default Throttle

In this mode, the throttle plate control is disabled due to the loss of throttle position, the throttle plate position controller, or other major electronic throttle body concern. Depending on the concern detected, the throttle plate is either commanded to the default (limp home) position or the motor is disabled and the spring returns the throttle plate to the default (limp home) position. A maximum allowed RPM is determined based on the position of the accelerator pedal (RPM Guard). If the actual RPM exceeds this limit, spark and fuel are used to bring the RPM below the limit. The powertrain malfunction indicator (wrench) and the MIL illuminate in this mode and a DTC for an ETC related component is set. EGR and VCT outputs are set to default values and cruise control is disabled.

Your letter is virtually identical to the letters sent to owners under CSP 16b32 except for the expiration date of the CSP.  From 16b32:

REASON FOR THIS PROGRAM
In all of the affected vehicles, the electronic throttle body internal motor contacts may develop
contamination resulting in increased electrical resistance. If this condition is present, the malfunction
indicator lamp will illuminate, diagnostic trouble codes P2111 and P2112 will set, and the vehicle may
enter a Failure Mode Effects Management (FMEM) of default throttle position with fixed RPM. In this
mode, while engine power and vehicle speed are reduced, the power steering, power braking,
lighting, and climate control systems remain fully functional.

So 1) what is so different about the Elec throttle Body Ford will replace the org part with 2) since they knew this issue has been surfacing since at least 2014 (and perhaps before that but it was in 2014 they 1st took action)...why did they continue to build vehicles with this Throttle issue  3) and, what is there about the Replacement Throttle Body that this issue "won't" contaminate....again....

I realize some or all of these questions may not have answers, but you never know until you ask......

  • 3 weeks later...

I got this same letter, as did my dad (both 2016)

He got his completed already, took them about 2.5 hours.

I have not gotten mine done yet.

The only thing to note from my dad is that the car is relearning his driving habits, so its not a quick to get into ev.  I've not had any problems yet, and i have 20k on it.
