Headlight lens are cloudy and unable to polish out- can I replace the lens only or do I have to replace the entire assembly?

Found a way to manually fold the seat- Since my cable was still attached to the seat release I was able to remove the lever, remove the plastic cover behind the seat, pull the cable from under the seat and then pulled the cable aft to release the seat release. Ta Da, seat folded so I can remove it and fix the cable attach point.....

That removal works if the seat can fold down- what if I can't fold the seat down? I suspect the seat end of the cable is detached (the lever end works) but I can't get to it without removing the seat, can't remove the seat without folding it down ... catch 22.... Any ideas?
