My phone syncs fine with Bluetooth but I can't get it to connect to add a wallpaper. I've tried Bluetooth and the usb cord but it can't find my phone. Has anyone else have this problem?

For some reason my car won't detect my phone to change wallpaper but connects fine when I'm using it for Bluetooth. Can anyone help? Please -
