Dashcam hardwire kit; 2013 CMax Energi

Using dashcam hardwire kit which has tw fuse taps and ground wire. One fuse tap for power on always, and one tap for when accessories are on.

my problem is that it appears all the fuse slots are always powered on it seems, tested all with a volt meter and I register 12V on all fuses even when car is turned off. This will drain the battery if I use this type of hardwire kit.

 

I'm looking at an alternative to use an OBD connection kit, but really curious why the fuses all have power even when car is off. I’ve never seen this before. Is it because it’s a plug in hybrid?
