Why isn't 2014 EPA mileage higher than 2013

Back in the fall when Ford lowered the mileage on the 2013 C-Max to 45/40/43 (city/highway/combined) they made a big deal about improvements they were going to make to the 2014 model year to improve mileage. Here is the press release

 

The list of improvements include:

  • New transmission gearing
  • New hood seal
  • Front and rear tire deflectors
  • A-Pillar moldings
  • Rear lift gate deflectors
  • New engine oil

The EPA mileage for the 2014 model year was just posted and it is still 45/40/43, what gives? Is the gas mileage truly the same? Is it improved but Ford is being cautious after what happened with the 2013 model?

As posted in the other 2014 thread, some of the aero improvements have been pictured.  The only ones that have yet to be confirmed is transmission gearing, and hood seal.  The changes probably isn't raising the overall MPG but maybe it's reducing the variability that people have been seeing with the 2013s.

Here is what I saw looking at the 2014 CMAX Energi.

 

I couldn't find any difference  in the hood seal.

There was no front tire deflector other than the stock one on the 2013 CMAX, did have rear one.

I couldn't see any difference on A-Pillar moldings

Did have rear lift gate deflectors

 

Maybe they hadn't got around to all the 2014 changes but that would be odd and potential for customer complains. :swear:
