Ugh.Yes! and I'm very happy about this, after all the HOV was designed for fully electric vehicles from the beginning, not hybrids or so it should have been. In the late 90's AZ passed an alt fuels bill that would let you retro fit your vehicle to run on CNG as an alternate fuel. The State thought the credits would run 3-4 million and be used in commercial vehicles. Companies started putting 3 gallon CNG tanks onto trucks and cars and outfitting them for under $2000, and you could get credits in the $10K+ range. It cost AZ 100s of Millions before they figured out how to pull the plug. Any of these retrofit vehciles qualified for Clean Air plates and could use HOV lanes...
